About East Sepik Provincial Administration
The East Sepik Provincial Administration (ESPA), based in Wewak, is the administrative arm of the East Sepik Provincial Government and is responsible for overseeing governance, coordinating public services, and supporting development across the province. As the central public service institution in East Sepik, the administration works to implement government policies, manage provincial operations, and improve the delivery of essential services to the people.
East Sepik Province is one of Papua New Guinea’s largest and most diverse provinces, made up of six districts and 28 Local-Level Government (LLG) areas. Within this broad administrative structure, the Provincial Administration plays a vital role in connecting provincial headquarters with districts, LLGs, national government departments, statutory bodies, development partners, and local communities. Its purpose is to ensure that government priorities are translated into practical services and development outcomes across the province.
Our Role
The East Sepik Provincial Administration provides leadership, coordination, and administrative support across a wide range of sectors that are essential to the wellbeing and advancement of the province. These include governance, finance, planning, human resources, infrastructure, health, education, agriculture, community development, and information and communication technology.
The administration is responsible for supporting the effective operation of provincial government systems, strengthening accountability in public administration, and ensuring that resources are managed in a way that delivers value to the people of East Sepik. It also serves as a coordinating body for district and local-level implementation of government programs and development projects.
Provincial Leadership and Governance
The Provincial Administration operates under the leadership of the Provincial Government and works in close coordination with the Office of the Governor, the Provincial Assembly, district administrations, and local leaders. The Assembly is supported by elected LLG Presidents and town mayors, whose roles are important in representing local interests and strengthening participation in provincial governance.
Through this governance structure, the administration supports decision-making, policy implementation, service planning, and institutional coordination across all levels of government within the province.
Development Priorities
The East Sepik Provincial Administration is committed to promoting inclusive and sustainable development throughout the province.
